Sargeants are called Sargeant - not Sir or Ma`am. Call an Army or Marine Sgt 'sir', and you're going hear all about how it might be different in your family, but in his, parents married BEFORE having children. Commissioned Officers are 'sir' and 'ma`am'. Non-comms are Sgt., Gunny, Chief, etc.
Star Trek started this whole calling women 'sir' thing. Don't ask me where they got it. In all my years in the military, if you made the mistake of calling a woman, 'sir', you generally got your skin ripped off your body and shoved down your neck.
Men are called 'sir'. Women are called 'ma`am'. The uniform does not constitute a sex change, just a limitation on fashion choices. Tastes Like Chicken
it's a historic, traditionally Navy thing to call all commissioned officers "sir," something that carried over even once females started receiving commissions. That's why Star Trek used it--historically correct. This is a similar kind of thing to the old grammar rule that the male pronoun is technically correct when identifying a non-gender-specific individual in writing (e.g. a nameless character in a story that the gender doesn't matter, or perhaps a job opening that could be filled by a male or female--in the past the position description could properly be written using "he" to describe the applicant, even if females could also apply. In most cases, that's obviously changed too.) That said, BarbaraJ is correct--today it's proper and expected to use sir for male officers and ma'am for female. An interesting other little tidbit, the plural of "sir" is "gentlemen" (not "sirs" as is often heard, even today). Ditto for the gals: ma'am (singular) and ladies (plural).

the troops in the military used to be referred to as the "officers and men." I guess even though officers are also "gentlemen," they're not men. Tie that to female officers being called "sir" and you pretty much have a gender-neutral, genderless, or potentially schizophrenic group of folks. Related, historically, the Navy is not considered the military. That's why you can still find books such as "The Dictionary of Military and Naval Quotations." Actually kind of interesting how language evolves.
