I was just wondering if anyone knows where the system of two exchange between teir one and teir two  came from.

 

It would be interesting to know where Scott got it from

Sounds like a good way to keep the best possible teams in play. If you keep adding tiers anyone with the money can start a team. 

To keep your spot on the tier you have to stay competitive.
